English Councils Plan to Sell Off Community Hubs and Sports Centres to Balance Books

According to a recent survey of local authorities, English councils are preparing to offload social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to stabilize finances.

Increasing Fiscal Pressures Prompt Asset Sales

A coalition of councils representing major urban areas in England reported that 60% of councils are planning to sell assets to meet the rising costs of adult and children’s social care.

Councils have in the past faced criticism for disposing of playing fields and land to support their budgets, but they argue they must continue to generate essential revenue from property disposals or face insolvency.

This coalition said that a high proportion of authorities seeking to raise money from a quick sale of assets represented “a clear change from 2024, when the largest share (60%) of local leaders said they would focus on service redesigns and utilising financial reserves to manage growing financial challenges.”

Specific Cases of Planned Disposals

Medway Council in southeast England said its property management strategy featured the sale of a retail complex in Rainham and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for Medway council, will also be disposed of under the plan.

Local Levy Rises and Wider Fiscal Strains

The survey of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will need to increase council taxes next spring to address the growing cost of essential services, higher levels of homelessness, and a persistent accommodation deficit.

Medway council explained it will proceed with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, elderly and disability services, and temporary accommodation.

“We are adopting creative strategies but certain measures require time to deliver both better provisions and financial savings,” said Vince Maple.

He added: “We face demographic pressures which will continue to increase the strains we have. As a local government body, we had a 91% cut in our central funding from 2010-24, which is very challenging.”

Countrywide Patterns and Projections

Research of regional authorities recently also found council budgets being stretched by the growing number of young people and adults needing Send support.

A network of councils projected that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they grapple to manage increased demand.

Ministers have put off scheduled changes to the special educational needs framework until the coming year after a policy document outlining those changes was recently delayed.

Disadvantage and Financial Shortfalls

According to the latest deprivation measures (IMD) covering UK local authorities, several key cities members were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns rank in the most deprived 30 nationally under the latest deprivation indices,” said the study.

“While only one key city is in the ten most deprived for disadvantaged communities countrywide, cities are far more likely to be in the worst-off 20% of England. The figures underscores the extent of challenges confronting local leaders across key cities in the next twelve months,” the analysis added.

“Council officials have been clear about the need for a fair and sustainable funding system that reflects and responds to the actual extent of deprivation and need,” stated a council leader.

“Without this, local authorities will persist to face difficult decisions around which essential services to allocate spend to, and which to reduce, to the detriment of their residents.”

One in five of councils have reduced or weakened care services in the past 12 months, the survey found.
